The duties given within the scope of the related legislation to the Directorate General of Financial Sector Relations and Exchange are as follows:
To prepare, implement and supervise the Law Regarding The Protection of Value of Turkish Currency and to monitor implementation of the Law by concerning institutions.
To regulate principles of exchange policy
To regulate and implement subjects that regarding spot foreign exchange market, and supervise implementation of these subjects by concerning institutions.
To establish connection between the Central Bank of the Rebuplic of Turkey and the Undersecteriat of Treasury, regarding the financial sector and supervision of exchange policy
To fulfill secretariat duties of the Financial Stability Committee and to contribute to the Committee’s activities
To participate in meetings related to financial stability
To coordinate Systemic Risk Assessment Group’s relations with other institutions and to contribute to the work of the Group
To conduct macro prudential policy studies to protect financial stability, developing policies to strengthen and deepen financial sector and to expand financial services
To manage and coordinate G20 Peer Learning Program activities
In collaboration with public and private sector financial institutions, to conduct studies and organize activities aimed at raising financial awareness, protecting financial consumers and increasing financial literacy
To participate in meetings of and contribute to the work of Financial Sector Commission and coordinate its works within the Undersecretariat
To keep up with the agenda of international organizations and platforms related to financial issues and to contribute to their works
To conduct works to develop policies for new financial instruments and markets, making financial researches and creating relevant regulatory framework,
To seek new collaboration opportunities in the areas of new financial instruments with the related national and international institutions,
To research and analyze new financial instruments in international markets to give opinion about the instrument’s feasibility in Turkey
To form legal framework and coordinating activities to improve and support Angels Capital, making preparations and coordinating activities, giving accreditation to angel investor networks and producing statistics for angel investors and enterprises
To develop and introduce guidelines and ethical codes for Business Angels
To make contributions to the works of Access to Finance and Entrepreneurship Technical Committee under the Investment Climate Improvement and Coordination Council, and conducting research and analysis regarding operations of Technical Comittee and preparing related reports.
To Monitor, assess, and report domestic and international developments, practices and regulations on the issues of exchange legislation, financial sector, and access to finance and entrepreneurship and to pursue works on the harmonizing legislation with EU regulations
To participate in works, within the scope of Directorate General’s duties, on the National Programmes for the Adoption of the European Union Acquis and Screening Process and in the EU-Turkey Partnership Sub-Committee
To arrange relations of the Capital Market Board, security exchanges and other financial sector institutions with the Ministry in charge of the Undersecretariat and to set up cooperation with concerned institutions and regulatory authorities.
To contribute to works, as a coordinator unit of the Undersecretariat of Treasury, on Combating Money Laundering and Terrorist Financing at both national and international level
To participate in works in the OECD Investment Committee, and in this context to update Turkey’s position about the Codes of Liberalization of Capital Movements and Invisible Transactions.
To monitor, coordinate and contribute to works of the OECD Financial Markets Committee, Economic Politics Committee and other related Committees.
To carry out other similar duties as may be assigned by the Undersecretariat.
